Yesterday the Comprehensive Plan against Depopulation was presented in the district of La Copa.
The event was chaired by the Mayor of Bullas, María Dolores Muñoz, accompanied by the majority of her Government Team and by the Council of La Copa led by the pedáneo María Espín.
In front of numerous neighbors, the councilor in charge of La Copa and neighbor of the parish, Antonio José Espín, took the floor to explain some of the more than 60 measures included in this Plan already approved unanimously by all the political groups (PSOE, PP, Neighbors for Bullas and IU-Greens) in the last ordinary Plenary.
"An attempt is being made to solve a problem that entails the massive loss of inhabitants, especially due to the displacement of young people to other places," said Espín, adding that La Copa has a population drop of approximately 20%. in the period between 2000 and 2017.
Among the measures pointed out by Espin, in the area of ​​Finance, the Government Team is committed to carrying to the Plenary the constructions, facilities or works that are of special interest for La Copa, with the objective of obtaining a bonus of up to 95 percent in the ICIO.
On the other hand, one of the factors that accelerated the depopulation of La Copa was the closure of the canning factory that employed a large part of its inhabitants.
In this sense, the councilman of the parish announced the proposals that will help its inhabitants can be employed without leaving their residence as facilitating measures that are attractive to investors, the creation of industries in the hamlet, set up a plan to recover traditional trades as a means of "fixing" population and attracting tourism, supporting the livestock, agrarian, hospitality enterprise, as well as an energetic use of agricultural, livestock and forest residues in the rural environment, promoting the regeneration and cleaning of mountains, as well as as the activity of grazing, in those areas with greater degree of abandonment or fire risk.
In order to pursue an urban development of the rural environment of La Copa adapted to their needs, measures are proposed such as an inventory of empty houses to manage a housing stock for new registrations, giving specific attention to young people, women and people with disabilities or encourage the preservation of traditional rural architecture, among others.
Regarding Education, Councilor Antonio José Espín stressed "it is essential to promote educational actions that contribute to spreading the reality and values ​​of the rural environment."
Thus, the City Council is committed to guarantee family-work conciliation actions and public transport for the children of the center to Bullas school cafeteria, as well as to work with the Management Team of the Antonio Machado School in an Environmental Education program that uses the existing natural resources in La Copa to make it a strong point of the Center's teaching-learning system.
Also, to ensure the demographic stability of the parish the councilor, who in addition to being in charge of the Cup is the mayor of Culture, sees necessary to discover, respect and enrich the cultural life of the neighbors promoting activities that are done there in the district as temporary exhibitions, guided tours, outdoor concerts, etc.
enabling for it a game in the General Budget of the City Council.
On the other hand, the practice of sports and the commitment to youth activities is firm promoting the use of the Soccer Field of La Copa for sports activities with the sports associations of the municipality and ensuring the realization of directed activities (step, zumba, gymnastics maintenance ...) in the district through the Municipal Sports Schools, among other measures.
Finally, La Copa, which is a mainly agricultural town, whose territory is completely surrounded by fields and mountains, must be used to make it an attractive resource for those who love continuous contact with the environment and are sensitive to its protection and care.
In this area, efforts will focus on the rehabilitation of natural spaces that are capable of generating resources that can nourish employment, tourism and coexistence with the rural environment.
"There are many measures in which we have been working for some time together with the Council of the Cup and we believe we must take to stop the depopulation" said the first Edil who pointed out that "this Plan will be developed in several phases, the first with the implementation of measures that do not involve a specific financial endowment, and the following phases will begin to develop with the application of the next general budgets "adding that" we have the commitment of all the parties so that after this term, govern who governs will continue to work with this Plan. "
After the presentation of said Plan, the Government Team also responded to questions and concerns from the neighbors in the Plaza Juan Pablo II where the open meeting took place.
